ESPP PROCESSES AND REQUIREMENTS

Those who are interested in registering their properties under the Payment for Environmental Services must submit a pre-application request at the corresponding FONAFIFO’s regional office, which is the closest to the property.

Applications must be submitted individually and the following requirements must be met depending on whether the property is registered or in possession:

Properties under a ledger, registered in the Public Registry
 
 
Pre-application, in writing, to the corresponding Regional Office to be registered under the ESPP Program ( the ESPP’s pre-application form must be used).
Fill in the following data: full name of landowner and/or co-owner(s); legal capacities such as: marital status, identity card number, profession or occupation and domicile of the co-owners.
Also, applicants must indicate if they hold a power of attorney, and if the payment process will be made directly through FONAFIFO or through the intermediation of an organization.
Include the ESPP model to be submitted (Protection, Reforestation and/or FES), the area or trees to be submitted, the property’s registration data (ledger number (s) and blueprint number, administrative location of the property (province-canton-district) and the applicant’s contact information to hear notices (preferably telephone, fax number and/or e-mail).
Also, it should be indicated if there are restrictions with the I.D.A. or debt with a state or private bank.
In relation to corporations, the following details of the legal representative must be indicated: full name (s), marital status, number of identity card (s), profession or occupation and the domicile of all the legal representatives.
Legible photocopy of the identity card of the owner and/or co-owner (s), or, legible photocopy of the corporation's identification card, and photocopy of the legal representative's identity card.
Photocopy on both sides of the cadastral plan.
For each PES model, either Protection and/or Reforestation or FES, the application must be presented separately.

Lands in possession according to decree number 31663-MINAE (only applies to the "Protection" Model)

Photocopy on both sides of the cadastral plan.
Purchase Agreement notarized by notary public with the accurate date of purchase of the property or affidavit of three witnesses stated in a registered deed.
Affidavit before a notary public by the owner (s) applicant(s), describing the nature of the property, its location, boundaries, blueprint number and manner in which it was acquired.
Affidavits of all persons neighboring the property stating in a registered deed, that they are aware of, and have no conflict with, the ownership.
Concerning properties adjacent to public institution, the corresponding authorization is required.
