Huetar Norte Forestry Program (KfW)

Background
 

FONAFIFO is responsible for capturing, managing and executing the Environmental Services Payment Program to benefit small and medium forestry producers. It has negotiated, nationally and internationally, the financial and technical support with the countries interested in contributing to improve the net balance of the CO2 emissions through the protection and recovery of the forest cover.
The former initiative was supported by the German government through its development bank, KfW Bankengruppe. This support was made possible through a Financial Cooperation Agreement with the government of the Republic of Costa Rica.

Objectives
 
 
The general objective of the Huetar Norte Forestry Program is to improve the net balance of the gas emissions from the greenhouse effect in Costa Rica, through carbon fixation. Furthermore,
Promote other positive external effects derived from forests and forestry plantations such as: protection of soil and water resources through the increase and conservation of priority areas.
Increase the coverage and conserve 74.000 hectares of forestry areas in the Huetar Norte region, during a 7 year period, beginning in the year 2000.

Funding and Available Resources
 

The Kreditanstaslt für Wiedderaufbau (KfW) provides B10,225,838 in non-refundable funds. The resources will co-finance, charging the financial contribution of the Kreditanstaslt für Wiedderaufbau (KfW), 70% of the Payment for Environmental Services placed by FONAFIFO as the Program’s Executing Unit, in the area that encompasses all of the Conservation Area of Huetar Norte and the Sarapiqui Subregion of the Central Volcanic Mountain Range Conservation Area; the remaining 30% is contributed by the Costa Rican State as a counterpart to the Program.

During the 2000-2004 periods, FONAFIFO has managed to formalize 702 ESP contracts with an area of 75,604 hectares (102% of the goal) in the zone of influence of the Huetar Norte Forestry Program.

For 2005, FONAFIFO has programmed to co-finance 1,400 hectares for reforestation, 200 hectares in regrowth of harvested plantations, 950 hectares for protection, and 100,000 trees under agroforestry system, in the frame of the Huetar Norte Forestry Program.
